Suggestions for semi-formal dress?

I'm looking for a dress for my upcoming school semi-formal dinner/dance. I'm really tall, [%26amp; slim I guess] with medium-length brown hair %26amp; side-bangs. I'm thinking of some type of blue-turquoise dress???

I really don't know yet though.

Any suggestions for what style/colour dress??

I really like empire waist dresses :)

%26amp; there's a forever 21 really close to wear I live, so making suggestions from that is good.
